Who has responsibility?
In many organisations we find that quality is the responsibility of the
quality manager or the production manager. In fact, quality can only be made in the board
room.
If the board's thinking and action are governed by command
and control assumptions, quality will always be seen as
different from `business as usual'. The two cannot
co-exist, the prevailing thinking will always dominate and interfere with quality
thinking. |
